Tori-Lynn Heaton, Senior Investigative Consultant
Detective Tori-Lynn Heaton is a Criminal Investigator for the Cranston, Rhode Island Police Department and the primary Authority on Domestic Violence throughout the region. She is certified by the Federal Law Enforcement Training Center as a Domestic Violence Trainer and a member of the Rhode Island Law Enforcement Domestic Violence Curriculum Development Committee. Detective Heaton provides Domestic Violence training for police departments, the Rhode Island Municipal Police Training Academy, and various audiences and agencies throughout the nation. Detective Heaton has been a sworn law enforcement officer since 1994. She has risen from the ranks of Patrol, and has served in Research & Planning, School Resource Officer, undercover narcotics, and Bureau of Criminal Identification (aka: Crime Scene Investigation) capacities. In order to preserve her expertise and assure efficient case work, Detective Heaton still continues to maintain her Crime Scene Technician certification. Prior to her sworn experience in law enforcement, she served as a civilian dispatcher and transcriptionist for the Cranston Police Department, thus giving her insight into the entire lifecycle of a criminal incident from the initial call for assistance, to the emergency response, through the investigation, and with the prosecution of an offender in a court of law. Combined, Detective Heaton has over 17 years law enforcement experience.
Personally, Detective Heaton is a survivor of an incident of police officer perpetrated domestic violence. Her story regarding the abuse perpetrated by her (then) husband and fellow police officer, and her pursuit for justice was featured on the CBS National News Television program 48 Hours in 2001. Her personal experience with domestic violence and the criminal justice system has led her to specialize in this area of law enforcement. She is a member of the Board of Directors of the Coalition Against Domestic Violence and represents SOAR (a grassroots taskforce of the state coalition) on a number of local and statewide committees addressing issues of domestic violence in her home state. Detective Heaton has previously served as an Advisory Committee Member of the National Police Family Violence Prevention Project until the recent close of the project.
Detective Heaton seeks to provide better education, awareness and training on the issue of domestic violence, especially among criminal justice professionals. Her personal and professional background provides a unique perspective and sensitivity to the needs of this audience. In addition, she has spoken about these issues and presented at various conferences throughout the nation and is a consultant for various media outlets regarding the special nature of police officer perpetrated domestic violence and domestic violence in general.

Marieo L. Foster – Senior Homeland Security Consultant
Marieo Foster has held senior operational and supervisory roles in multiple federal law enforcement agencies to include the U.S. Federal Protective Service Police (Executive
Protection Missions), Bureau of Alcohol Tobacco and Firearms (K-9 Explosive Detection division), Federal Air Marshal Service, Pentagon Force Protection Agency, and as a Special Agent for the US Department of Defense (Criminal Investigation Task Force). Mr. Foster became a subject matter expert in investigations, tactical operations, close quarter combat, counter-terrorism and explosive ordinance detection; which led him to positions as Missions Operations Coordinator for the Federal Air Marshal Service and later the senior civilian Special Agent with the U.S. Army Criminal Investigation Division’s Detainee Assessment Branch- Annual Review Board cell, where he was the lead Agent and liaison to the Office of Military Commissions.
Mr. Foster has served on very high-profile protective and preventative assignments to include the Pentagon rescue operation and subsequent 9-11 terrorism investigations, annual International Monetary Fund / World Bank civil disturbances, multiple Presidential Inaugural and N.A.T.O. protection missions and the 2002 D.C. Area Sniper Investigative detail. Mr. Foster is an accomplished public speaker and advisor, whose accomplishments include speaking engagements at the George Washington University (Bachelor of Police Science and ethics program), training conference speaking presentations, and several other official public speaking and briefing engagements. Mr. Foster has also aided the private sector where he applied his experience to assist corporate and non-profit endeavors, to include working along side defense contractors such as CACI, Professional Security Escorts, a multi-functional security services firm; and was a training and development specialist for Lockheed Martin’s contract project for the Federal Bureau of Investigation (FBI) dubbed “Sentinel”.
Ronald Sibley – Western Region Team Leader
Ron Sibley is law enforcement veteran of 31 years experience, with a full range of assignments from officer to Commander and Interim Chief of Police. Mr. Sibley has an extremely diverse swath of experience, as he has worked in both rural and major metropolitan agencies throughout California, to include the Compton, Piedmont, Riverbank, and East Palo Alto Police Departments. A strong advocate of community-oriented policing and community government, he also believes that diversity gives organizations strength. Commander Sibley resides in the San Francisco Bay Area and is currently the Operations Commander of a diverse municipal law enforcement agency.
Mr. Sibley has commanded law enforcement in capacities to include Executive (chief), Special Services, Administrative Bureau, Internal Affairs, Training Manager, Community Policing, S.W.A.T. Team, Gang Investigation, Narcotics, Investigative, and Grant writing duties for extremely diverse, urban and suburban police agencies.
As a Public Information Officer, Mr. Sibley is extremely effective at public speaking, and in addition to numerous press conferences, has:
- Conducted seminars on neighborhood organizing programs throughout the United States
- Participant in curriculum development for Hate Crimes course for California Police Officers Standards and Training (P.O.S.T)
- Developed and managed a police-driven Domestic Violence Intervention Program
- Is currently developing an Early Intervention Program for the East Palo Alto, CA. Police Department

A. Benjamin Mannes has held operational roles in federal and municipal law and regulatory enforcement agencies to include the New York City Police Department, Washington D.C. In law enforcement, Mr. Mannes rose to become a subject matter expert in domestic anti-terrorism and community policing; which in 2003, led him to positions as National Training Coordinator at the Community Anti-Terrorism Training Institute’s “CAT Eyes” Program and later with the TSA/American Trucking Associations Highway Watch Program, where he was an Intelligence Analyst liaison to the Department of Homeland Security’s Transportation Security Operations Center on intelligence relating to the highway transportation sector. Mr. Mannes has served on very difficult and controversial assignments to include the New York Terrorist Trials Operations Command, IMF World Bank Protests, 2001 Presidential Inaugural, 9-11 rescue efforts in Washington, DC, 2002 D.C. Area Sniper Investigative detail, and Response and Recovery Efforts to Hurricane Katrina in Biloxi and New Orleans.
Mr. Mannes is also an accomplished public speaker and consultant, whose engagements include four speaking engagements at National Crime Prevention Council conferences, closing speaker at the 2004 International Counter-Terrorism Officers Association Conference, training conference speaker for the National Organization of Black Law Enforcement Executives, and several other official speaking engagements. Mr. Mannes has also held private sector posts with the American Trucking Associations and SuperCom, to name two; where he applied his law enforcement experience to aid corporate and non-profit endeavors.
