Tori-Lynn Heaton, Senior Investigative ConsultantDetective Tori-Lynn Heaton is a Criminal Investigator for the Cranston, Rhode Island Police Department and the primary Authority on Domestic Violence throughout the region. She is certified by the Federal Law Enforcement Training Center as a Domestic Violence Trainer and a member of the Rhode Island Law Enforcement Domestic Violence Curriculum Development Committee. Detective Heaton provides Domestic Violence training for police departments, the Rhode Island Municipal Police Training Academy, and various audiences and agencies throughout the nation. Detective Heaton has been a sworn law enforcement officer since 1994. She has risen from the ranks of Patrol, and has served in Research & Planning, School Resource Officer, undercover narcotics, and Bureau of Criminal Identification (aka: Crime Scene Investigation) capacities. In order to preserve her expertise and assure efficient case work, Detective Heaton still continues to maintain her Crime Scene Technician certification. Prior to her sworn experience in law enforcement, she served as a civilian dispatcher and transcriptionist for the Cranston Police Department, thus giving her insight into the entire lifecycle of a criminal incident from the initial call for assistance, to the emergency response, through the investigation, and with the prosecution of an offender in a court of law. Combined, Detective Heaton has over 17 years law enforcement experience. Personally, Detective Heaton is a survivor of an incident of police officer perpetrated domestic violence. Her story regarding the abuse perpetrated by her (then) husband and fellow police officer, and her pursuit for justice was featured on the CBS National News Television program 48 Hours in 2001. Her personal experience with domestic violence and the criminal justice system has led her to specialize in this area of law enforcement. She is a member of the Board of Directors of the Coalition Against Domestic Violence and represents SOAR (a grassroots taskforce of the state coalition) on a number of local and statewide committees addressing issues of domestic violence in her home state. Detective Heaton has previously served as an Advisory Committee Member of the National Police Family Violence Prevention Project until the recent close of the project. Detective Heaton seeks to provide better education, awareness and training on the issue of domestic violence, especially among criminal justice professionals. Her personal and professional background provides a unique perspective and sensitivity to the needs of this audience. In addition, she has spoken about these issues and presented at various conferences throughout the nation and is a consultant for various media outlets regarding the special nature of police officer perpetrated domestic violence and domestic violence in general. Marieo L. Foster – Senior Homeland Security ConsultantMarieo Foster has held senior operational and supervisory roles in multiple federal law enforcement agencies to include the U.S. Federal Protective Service Police (Executive Protection Missions), Bureau of Alcohol Tobacco and Firearms (K-9 Explosive Detection division), Federal Air Marshal Service, Pentagon Force Protection Agency, and as a Special Agent for the US Department of Defense (Criminal Investigation Task Force). Ronald Sibley – Western Region Team LeaderRon Sibley is law enforcement veteran of 31 years experience, with a full range of assignments from officer to Commander and Interim Chief of Police. Mr. Sibley has an extremely diverse swath of experience, as he has worked in both rural and major metropolitan agencies throughout California, to include the Compton, Piedmont, Riverbank, and East Palo Alto Police Departments. A strong advocate of community-oriented policing and community government, he also believes that diversity gives organizations strength. Commander Sibley resides in the San Francisco Bay Area and is currently the Operations Commander of a diverse municipal law enforcement agency.
